The clean reinstall can also be done by doing a reset set to not keep anything. It should be a quick process. These extra steps may not be necessary, but Microsoft has not specifically stated you can do a clean install as an upgrade so doing the upgrade first is just to be safe. Hopefully they will address this question soon.
