Maybe a language barrier - factory reset does not and should not change the firmware version

If your intention is to go back to 7030 this is generally known as downgrading or (generic) reflashing.
In theory downgrading is possible, unless the manufacturer restricted this. But even then there is a possibility, just that for the time being no hacker could have broken in (lack of time, samples, interest).
Towards the turn of the Millennium I had upgraded a CD-burner to the newest stand. And I lost the ability to copy SD2 games, the reason I spent so much money on it. The manufacturer blocked the downgrading. Since then I never ever did a FW upgrade.
