select any book,go to edit metadata, lick on the cog wheel icon next to download metadata, and choose what is included/excluded for downloads.
if you are in the right place you get a screen called configure metadata download
there may be other ways to configure this - I did it so long also I forget how, but tags never download when I get metadata for newly added books.
