If it is currently registered, you have to unregister it, otherwise, unless the guy who previously owned it reported it as lost or stolen, you would be using his account to buy books, via the Kindle.

Why can't you register it? Of course you could unregister it and register it to your own account.

Collections are a way to put the books into different categories, like Read, Unread, Science Fiction, Mystery, Edgar Allen Poe, etc. the are actually tags, so books can be in more than one collection.
