While the general advice is not to use a network drive, the crucial thing is that only one copy of Calibre at a time should be able to access the database. So you can put it on a network drive, but you can’t (easily) share it.

You would need some kind of script to sync the copy you access/update with another copy that can run as the content server. This kind of thing is what a NAS usually makes easy so you’d just need to make sure the sync job happened in the middle of the night when you’re not using your copy of the database.

The other alternative for you is to shut down BicBucStriim and then try starting Calibre to add books. BicBucStriim might just be doing the right thing and showing the database as locked.
