I got the Visa checkout credit with no problems. I already had a $5 credit on this account for opening a new account and I bought a book for less than $5. I chose Visa checkout and went through the setup. I wasn't sure if I would get the $10 credit since I didn't spend any actual money but the next morning, there it was. I was really pleased to be able to buy an expensive non-couponable book for free.
I also noticed that my credit card is now stored in Kobo so I will be removing that and going back to PayPal.
