Proving once again that it is often less about Amazon's policies, or what they can and can't do, and more about how helpful a customer service rep wants to be, I tried again with amazon.com, and they said "Yes, it needs to be handled by our amazon.co.jp team, but no problem, I can put a request in and it should be done within 24 hours". She then followed up with an email to say she had put the request in, and to connect to Wi-Fi in 24 hours or so to complete the process.
