It works for me.

Steps I used:

Create a text file containing correct HTML (the closing paragraph tag in the examples above is not correct). Name it "New Text Document.html"

Drag the html file onto calibre. It is added as a ZIP format.
Convert the ZIP format to mobi. I get a mobi file. The job details are
