I've been playing on both the US site and the UK site for the past couple of months. I'm pretty sure that I was able to use codes from both sites at Kobo US, where I usually shop. But this time I think the UK codes are not working at Kobo US.

I haven't tested more codes, so I don't know if that applies to all codes, or only to all the three 75% codes I've gotten so far... (The codes work at Kobo UK but not at Kobo US; tested with the same book on both stores.)
