Yes.
Amazon, Nook, and Kobo offer reading apps for Android and iOS.
You can read on anything you can install them.
If you own a Kindle or use Kindle for PC you can download discrete files to a PC.
Kobo and Google let you use Adobe Reader to diwnload files.
Nook no longer allows it reliably.
All sell a fair amount of DRM-free ebooks, too.
