Calibre Won't Start

Running into a problem with Calibre hanging immediately after starting.

I recently rebuilt my computer after a hard drive crash. Reinstalled Windows and Calibre. When I open Calibre, I get the Calibre Welcome Wizard, but when I hit "Change" (as my library is currently in the listed location)The window just whites out and hangs. If I X out of the window it crashes.

I have uninstalled/reinstalled/repaired several times each with the same results. I have downloaded the installer from 3 different browsers (Explorer, Firefox and Chrome). My AV (Avira) is turned off.

I have noticed that on some installs and uninstalls, the installer has issues with files in the C:Config.Msi folder. I normally hit Retry and the install/uninstall continues just fine. Occasionally, there will be several files (5 -10) that seem to have this problem.

I ran "calibre-debug -g" from teh command prompt, but didn't see any useful information there as the program just immediately hung up:
