Contest codes & Harlequin

I've noticed in the past that Kobo's contest and other promo codes tended to work on books published by Harlequin, but that does not seem to be the case anymore.

Has anyone else noticed this? I have a list of books I want but the coupon code is only working on things that cost around $3 or less. Is this a new Harlequin policy?
