Having finally witnessed that behavior - twice - I don't have to take your word for it. So they've made one good UI move, at least.
A remaining problem is, between the HD's slow-ish response to a button press, and no tactile feedback on that single button, I usually have to rotate the HD to see if the red light atop the unit at least has acknowledged that I have pressed the button and want something to happen. And if I want to see that red light - I have to remove my finger from the button. By the time I establish that and get back to the front of the thing - it's in some state that I can only confirm is "Powered Off" if I have an independent light source in the room.
I appreciate that the slide power buttons as found on older Kobo devices can be problematic from a longevity standpoint, so if this is the solution they've found, great. But it requires way too much attention from me.

If the light turns off, then the device is off. Or it could be sleeping. Is your problem that you think you might have put it to sleep instead of off?

Yes. I prefer to turn my readers off. My books (and other entertainments) are all over the place and I might not pick up the same individual device for several weeks or months. I want it off.

The sleep uses so little power, it isn't a worry.

I'm not worried. I just want to turn it off.
I'm still trying to get the timing and rhythm of a shutdown reliably nailed, and I suppose that once I do, and once I adopt the HD as my go-to for bedtime, this won't be a problem worthy of a post.
But so far, the HD doesn't seem fit for travel (that requires the uncomfortable sleepcover) or bedtime. (For me. YMMV.)

I wouldn't need much light to tell those apart, so maybe I don't understand the problem.

I can't speak for YOU, but when I at least, am thrust into "darkness" after the light that's been in my face for an hour shuts off, I do not have enough instantaneous "night vision" to differentiate. I either have to wait until my eyes adjust (after some time, the "Powered Off" screen is indeed easily discerned), or just go to bed and not sweat it.
And yeah, first world problems, but I just want to shut my damn device off without solving the riddles of Rakuten.
