FWIW, Some of the users of our other programs live in rural areas and simply can't get broadband

Still, 10% of Americans using dial-up access is a large group of people who may want to use News2PDF to grab their articles then read them offline - Or, as Erica suggested, they may want to gather their news on a Flash drive, then take it home to read them offline.
