Well, considering that the "retail" store versions are only available to a limited subset of Gentle Readers worldwide, a PDF is not optimal, but better than nothing for people outside the US/UK (especially for those who don't want to go through the hassle of geo-restriction hoop-jumping and then also DRM-stripping).
Agate does usually repeat their direct-download PDF offers for their regular freebies, but on occasion they skip them (or are slow in putting up the full versions alongside the sample excerpts/presskits they usually have on the page). But I always put up the extra linkage to any place where stuff is likely to become free based on past experience, just in case.
