Question Why can't Calibre merge duplicates on import?

I'm in the process of adding the various titles from the Hugo voter packet to my Calibre now, and I find that when I add in all the formats, Calibre complains that the titles already exist in my library. I tell it to add them anyway, then I have to go into the context menu, edit metadata, and merge the entries.

If it's smart enough to notice they've got the same title and author, why on earth can't it offer to merge the duplicates together when I import them and save me a step?
