A non-nefarious reason is that they think forgoing corporate welfare will improve their reputation for good citizenship. And that may be a big part of it.

However, if they only plan "to be in the area for a couple years," expecting layoffs from the get-go, that's nefarious.

Here's a third possibility: They expect to stay around many years but quickly replace people with robots. (Further automation, ideally introduced in a gradual way avoiding layoffs, is inevitable.)
