ACS4 DRM is not new. It was certainly around in 2009, and I think was released some time in September 2008. This is nothing new. Also, the relevant part of the post you referred to from the Adobe forums is:

I have seen no mention of the need to upgrade to 4.03 either in this thread or any other mobileread thread. However, I note that 4.03 is the current latest version available for download.
It appears to me that the lesson the Adobe poster took from Mobileread was that the problem was solved by installing a later version, and as a result installed the latest available.
Personally my understanding is that 4.0.3 supports ACS6 and the new Adobe DRM. At some time in the future it is possible that Vendors using ACS6 will turn on an option which will download books with the new DRM to those with versions of ADE which support it, whilst continuing to download books with the old DRM to those with older versions of ADE. Upgrading to 4.0.3 does not therefore seem to be a wonderful idea.
