This is the second novel in the Craft Sequence. I have read the first book, Three Parts Dead, and really liked it. I don't think you have to have read that one in order to get into this one, since it's set earlier, and involves different places and characters.
In this setting, magic, and gods' power, is governed by arcane laws and contracts. Magic users are basically lawyer necromancers (or is it necromancer lawyers?), who know how to navigate all that bureaucracy and exploit loopholes.
