Kobo do not have a tool to do it. But, they are stored in an SQLite database and there are several tools that people have written to extract them. I don't use evernote, so I don't know how suitable they are for use with it.
Yes, someone has. It is done in exactly the same way a the other Kobo ereaders that have an internal micro SD card. See Memory Upgrade Mod Guide. The instructions are for the Glo, but the steps and tools are the same.

Thanks for the keyword SQLite database. I googled it and able to find some ways to do it! Highlighting vocabulary and then exporting it are fine for me
