XML Language Tag question

I had a UK book with UK spellings, so I thought I'd tell the book it's a EN-GB language book.

W3schools helped me with the syntax, and I think I got it correct (see picture)

Do I have to add the tag to each file's <html> section, or is there another way to do it?
