This is entirely about a filter by O2, which can be opted out by any adult subscriber.
There is the Internet Watch list of child porn sites that all UK ISPs block.
There are court-ordered blocks for copyright infringement.
And then there are ISP-run block lists which an adult subscriber can opt out of.
