It looks like you figured it out on your own. Just in case anyone else runs into the same issue, the plugin requires that the Library-ID in the configuration for Hoopla libraries be set to the number that Hoopla has assigned to your library, e.g. 427 for the Free Library of Philadelphia. Attempting to sign in to Hoopla and do a search without this set will cause the plugin to list the known library numbers in the log of the search job. Find the number for your library and use it to update the plugin configuration. The current list is:

Check that you correctly entered your Hoopla sign in credentials in the plugin configuration. Your email address goes in the Card-Number column and your password goes in the Card-PIN column.
Note: You need to
register at Hoopla before using the plugin. Also, your Hoopla credentials are probably different from your OverDrive credentials.

This error occurs because you need to emable the correct search formats in the plugin configuration in order to find Hoopla e-boooks and audiobooks. Because Hoopla media are only usable in a web browser or in their proprietary app, you need need to enable
Other/app/viewer to find e-books or
Other/app/player to find audiobooks.
