Copyright law is ... complicated.
While the individual works in the anthology might be in the public domain, the anthology itself (if I understand correctly) would be covered by its own copyright. Mr. Simpson might have lived for several decades after compiling it.
Of course, anyone with a better grasp of copyright law can (and should) correct me.
