AA Le M. Sumpson was the head of the English Department, Royal Grammar School, Newcastle-on-Tyne. There is three pages dedicated on thanking the various author's who's verses are used in this anthology. Almost 99% of the verses is in PD today, most author's born in the late 18xx. Only three (or five) of those listed was born before 1910.

So might be that the reason why it's not in PD is because of the fact that these authors (ore one of them) works has yet to lapse into PD.

But then 60% of the works in the bundle would have been PD by today's standard when this bundle was printed.
