And as for this -- that is why I prefer to use a bleeding edge distro, where everything is updated within a day or two.
But even Ubuntu and other stable distros that use FeatureFreeze will update the browser and any other components that contain security fixes.
As for applications that are merely out of date and missing the latest cool features, many of those would not have been updated on Windows either, because people don't care as long as what they currently have works.
Occasionally a hardware incompatibility (e.g. calibre) pops up, which can admittedly be frustrating.

Again -- most people just aren't as worried about that as they could be. Regardless, core applications DO receive updates.
