Under the big Payment Info heading you should see the option to use a Kobo gift card, and then under that the options for Credit Card, PayPal or Visa Checkout.

The only place that I find the paypal option in the Aus site is on the Checkout page after you click on Edit Info. When you enter your payment details in the Payment Info page the paypal option isn't there for me in Aus, only Credit/debit card choices.
