That's an expression we use in the U.S. to denote whether or not someone wishes to put money into acquiring it (to buy it) and then to use it extensively.

In that sense, it's a colloquial term.

To answer the poster's question: It's an investment, but only if you plan to use it for some time, and if you understand that as a PDF reader it is mainly OK (especially if you wish to read with something that approximates holding a hardcover book), but it has serious limitations.

At the current price, I think it would make a great investment, but only if supplemented with another, more modern, reader.
