That's not a dampener. That's how it's supposed to work. If you're copying from something like Word, you're going to get that message box prompt every time. The only way Ctrl-v will work "direct" (without the prompt) in Book View is if you copied plain text in the first place. Click the "Show Details" button on that messagebox to see the data that's waiting to be pasted.
It may not have always worked this way, but Qt on Windows is clearly detecting when anything other than plain text is in the clipboard and offers the choice of how you want to paste that data. When you copy plain text (from something like notepad or another plain text editor), you don't get the prompt when pasting.
