Until recently, all books on the device could be rated. But, nothing was done with the rating, it was only on the device and nowhere else. A couple of firmware versions ago, Kobo added the ability to review the books in the shop. This also allows you to review or rate books you have bought and downloaded. But, there are no ratings for sideloaded books and I don't know of a way to enable it.
