I can verify the same behavior on my Windows machine. I don't really use much in the way of keyboard shortcuts (unless you count command line work

), so I'm wondering why anyone would assign an OS-level shortcut like that in an app's preferences (unless they wanted to assign it to something
other than ctrl-v)? I'm assuming that no assignment is the default (since I've never before altered Sigil's keyboard shortcuts and the Paste entry was unconfigured).
Perhaps there was an old Qt5 bug that required explicitly setting the Paste shortcut in Sigil's preferences that was fixed later on. Which introduced a new bug that doesn't like ctrl-v being assigned to an app-shortcut (the shortcuts would survive a normal Sigil uninstall/re-install).
Regardless ... hopefully removing the (should be) unnecessary ctrl-v assignment in Sigil's shortcuts will fix the issue for those that are having trouble. Thanks for investigating!
