Most books come out on Tuesdays from big publishers. If Kobo then has a delay, well, probably not Tues. If it is a major publisher and it is still "mid-May" it is likely going to be late. Those dates get set and then a pre-release is usually available for one to two months. If it's indie, just write and ask the author for the release date or check the author blog. In any case, it might make sense to check the author blog for an update.

When reading up on "when to make pre-release sales available" the general agreement is to do it at least one month ahead of time, but sometimes it's much longer. I have no idea if every book goes on sale pre-release or not.
