@eschwartz - I have imported dozens of EUC DOCX's that I am pretty sure come from Writer with no problems or glitches, also I think Kovids test DOCX was created with Writer.
Doing "a definitive test" sounds like a 'make-work job for life' racket to me, maybe the EUC could fund with tax payers money - or DARPA
