Using a linux LiveCD to perform repairs/maintenance on a Windows installation is pretty funny to me.
A linux LiveCD would not have any problems reading your DVD drive and copying over the necessary installation files onto your Windows drive. You can then reboot into Windows, run the driver installers (thus repairing Windows) and finally torch the linux LiveCD in a knee-jerk reaction (until the next time Windows does something unutterably stupid, when you will have to create a new one).
There is no requirement to get brainwashed by the linux recovery disk.
