Whether a page is added to Kobo or not is not up to Kobo; rather its dependent on how Pocket classifies the content.

Kobo will only display what Pocket has classified as an ARTICLE, which I think means what Pocket has stored as a cleaned up, simplified version of the content.

If you see stuff that does not get stored as an article, get in touch with Pocket support and have them investigate the issue.
