When I looked at the correct links from here, I had the same results as GeoffR. You should be able to use them from anywhere, but if the book is not available in your region, the details will be shown with a "not available" message. And a search will only find books available to you.
One thing, the version at https://store.kobobooks.com/en-US/ebook/oracle-17, is missing the synopsis. The rest of the details seem to be OK.
