That post doesn't say though what the purchase date was when it was returned. It's possible it was over 30 days, and in that case it becomes Kobo's responsibility for warranty replacements, not Chapters.
Chapters seems like a very reputable store. Their site states a 30 day return policy and I really don't have any reason to doubt it. As far as indie stores and their return policy, it's best to ask up front like you did, and then not purchase from them (in fact, I'd probably never risk shopping at any store with that policy for anything). When I bought mine locally, I did ask up front and was assured that yes, it could be returned.
