The hyphenation dictionaries are not actually used by the driver. The need to be packaged and put on the device. The first post of this thread has he readme for the plugin and that includes instructions for handling the hyphenation dictionaries.
The hyphenation option is separate to this. What it does is to add some CSS to the book that makes sure hyphenation is enabled.

The whole point of this driver is to create kepubs. If you don't want to do that, uninstall the driver. But...
One of the options is "Enable Extended Kobo Features". If you uncheck that, kepubs will no longer be generated. But, it turns off almost all the function of the driver. From memory, the only thing still done is the last option, "Use full book page numbers", and this is not needed for recent firmware.
