As well as widows/orphans settings, the book might have @page margins set in the book's stylesheet or in the html files, or via an .xpgt file.
You can either change the stylesheet before sideloading, (if using Calibre the Modify ePub plugin is useful for removing @page margins and .xpgt files), or there are patches to disable widows/orphans processing and to override the @page margins (including one that makes the epub top/bottom @page margins adjustable, like kepub margins are in full-screen mode.)
If there are no @page margins and orphans/widows are set to 1, then with a bit of adjustment of line spacing and font size you should be able to get the text in an epub to go right to the bottom of the screen if you really want to.
