Foghorn Leghorn tends to act only in his own self interest. Unless the turtles come after him he won't be bothered to act against them because it's not his problem. Plus, he careful not to gain the attention of a certain chicken hawk who, despite his small size, is very handy with a frying pan. Foghorn Leghorn barely escaped from the oven the last time.
