You misunderstand the account requirements. You do not need a notary to sign the documents. Look below I have never done it and been using them for years.

And they show you as 95% verified, only, meaning the limit on assisted purchases is still somewhere around 750 USD, isn't that true? As far as I understood, anything but a full 100% will not help with that limit and only prevent suspension of your account (as in: above 65%). What really put me off was the fact that they require you to do wire transfers for the "assisted purchase" and don't accept paypal.
