I don't have a paperwhite to compare it to so I can't say if it goes lower than the paperwhite. It's hard to guess the brightness level by eye but I would say that Glo HD at about 10-15% is the same as the Glo at 1%.

I've added a photo so you can compare yourself. Glo on left, Glo HD on right both set to 1%. Of course the camera exposed for the brighter light on the Glo.
