The problem is on the last update of Google Play Service app, it is not compatible with Android 4.0.x. So, any app that needs Google Play Service is going to give you problems. If you have a hotmail account you can use your 25gb of OneDrive instead of Dropbox.

A factory reset is a temporary solution because each time Google Store activate Download Manager, the latter download the last Google Play Service update and it causes the problem again.
