There's no markup needed (apart from defining language property of the book so the correct TTS language, dictionary, etc. is engaged). If there are blocks of text in a different language, that should be tagged in the HTML source with the appropriate language code as well (probably TTS doesn't pay attention, but dictionary lookup should).

Publisher gets to decide whether to enable TTS when they supply the book listing information. Likewise they can choose whether to use DRM or not.
