I seriously doubt that the Worldcon organization wants the headache and bad press associated with trying to give an award to someone who expressly asked to not be considered for it (should a withdrawn entry happen to win). They won't run that risk. What are they going to do, chase a winner down and serve the rocket like a subpoena?
