My Amazon account is a US account.
If I go to Amazon when I am in Malaysia (like I am now) it tells me that I cannot purchase eBooks.
It definitely uses where you are, not who you are.
I must use a US VPN in order to purchase eBooks from countries where eBook purchases are restricted by Amazon.
