Yes it is one of the "oddities" Kobos have... I think the other biggest ones worth mentioning are:
- Nested ToCs are flattened. All the levels/entries are shown one after the other with any kind of distinction.
- Page jumps (or their contrary, page jump avoiding) do not work in kepubs. They are just ignored. (They work in epubs as expected).
- Widows and orphans are disabled in kepubs and sometimes buggy in epubs.
