Gabby if you can stand the smell turn the burner on and it will burn off. Or get it hot enough and you can scrap the plastic off but the problem with scrapping is you will always leave a little but it will burn off. If you have the elements (not a glass stove top) but the round element you can put it over an open flame and it will burn off. Or one of those long lighters used for candles you can try that outside or use a charcoal grill and put the burner on that. Just make sure the plastic is down toward the flame.

If you just turn the burner on you can put a large stock-pot over the element to help keep the smell/smoke out of your house/apartment. But you would need to let it sit for several hours before removing after you turn the burner off.
