With Windows 8.1, IE11 desktop and going to the Free Reading App page not logged in, I just get a download button which if clicked serves me KindleForPC-installer.exe(38.9MB). Running that installs Kindle for PC no email request at any time.

If I go to your link I get the same result, no email request.

I take it from the URL string of your posted link that you were logged in and I suspect that perhaps that is the difference with the email request and sending of a link then being a security validation to ensure that the installation is for the account owner.
