I suspect fear of said companies closing up shop and taking their business elsewhere has something to do with it. The government-of-the-day (doesn't matter which party) hates mass redundancies, especially in Election year (i.e. next month).
Yeah, it needs international governmental co-operation to achieve the best outcome, but at least recurring exposure, inquiries and actual law changes have some deterrent effect. Inch by inch, eh.
